PSEB Engineers Association Urges Punjab CM to Address Professional Expertise and Recruitment Crisis
Chandigarh, September 2024: The PSEB Engineers Association has made an urgent appeal to Punjab Chief Minister, calling for immediate recognition and valuation of professional expertise within the state. The association has also urged the Chief Minister to meet the legitimate demands of the Punjab Civil Medical Services (PCMS) Association, stressing the importance of professionals in the smooth functioning of critical state sectors such as healthcare and power.
Ajay Pal Singh Atwal, General Secretary of the PSEB Engineers Association, expressed concerns in a letter, pointing to a disturbing trend of sidelining professionals’ insights and expertise during key decision-making processes. He emphasized that this disregard is sending a disheartening message about the value placed on specialized knowledge, which not only demotivates highly skilled individuals but also affects the overall efficiency of state operations.
Atwal highlighted the recent outcry from doctors affiliated with the PCMS Association, who have resorted to protests to restore their professional dignity and have their genuine concerns addressed. The engineers in the power sector are facing similar challenges, with key issues being overlooked, leading to dissatisfaction and declining interest in public service roles.
The letter underscores that the denial of appropriate starting scales and the imposition of a three-year mandatory basic pay period has hindered the recruitment efforts of the Punjab State Power Corporation Limited (PSPCL). Last year, only 60 engineers were recruited against 125 advertised positions. This year, the situation has worsened, with just 19 engineers expected to join against a target of 40, leaving critical vacancies unfilled.
The PSEB Engineers Association has voiced its displeasure over several unresolved issues, including the denial of time-bound pay scales, non-payment of arrears, and the lack of implementation of the Old Pension Scheme (OPS). These long-standing grievances have created significant discontent within the cadre, leading to difficulties in both attracting and retaining qualified professionals in Punjab’s power sector.
Atwal’s letter to the Chief Minister called for urgent reforms, stating that neglecting these pressing concerns would continue to hamper the state’s ability to fill critical roles and sustain its infrastructure. “We urge the government to take immediate steps to address these issues, as the current approach is demotivating professionals and compromising the state’s development,” he added.
The situation facing both the medical and power sectors in Punjab underscores the need for immediate government intervention to ensure that professional expertise is recognized and valued. Failure to address these issues could have long-term implications on the state’s ability to attract skilled talent and maintain essential services.
